pHARe Program : An Initiative Against Harassment at School

The pHARe program, implemented in 2021 and generalized in 2022 for schools and colleges, then in 2023 for high schools, aims to prevent and deal with situations of school harassment. It is based on eight essential pillars, including measuring the school climate, prevention, professional training, intervention, the involvement of parents and partners, and the mobilization of school democracy authorities.


Objectives and Implementation

  • Measuring School Climate : Regular monitoring to identify harassment problems.

  • Prevention : Educational programs and awareness campaigns.

  • Training : Resource team trained to intervene in cases of harassment.

  • Intervention : Specific protocols for dealing with incidents of harassment.

  • Partnership : Collaboration with parents and external partners.

  • School Democracy : Commitment of middle school and high school life councils.

  • Monitoring : Continuous evaluation of the impact of actions.

  • Resources : Dedicated platform with educational tools and supports.


Actions and Initiatives

  • Resource Team : 5 members per college and constituency trained over two years to manage harassment situations.

  • Program Team : Organization of 10 hours of annual learning for all students, from primary to high school.

  • Student Ambassadors : Students trained to raise awareness among their peers.


Situation Handling Protocol

The program includes a national protocol updated in 2023, covering the management of harassment situations from reporting to resolution, including immediate protective measures and educational actions.

  1. National Anti-Harassment Day : Annual awareness raising in November.

  2. “No to Harassment” Prize : Competition for young people to create communication materials against harassment.

  3. Safer Internet Day : Day to promote safe and responsible use of the Internet.
